The Bible in Hebrews Chapter 9 Verse 9 says:

which [is] a figure for the time present; according to which are offered both gifts and sacrifices that cannot, as touching the conscience, make the worshipper perfect,

Interpretation of Hebrews Chapter 9 Verse 9

The author of Hebrews is making a comparison between the Old Testament sacrificial system, and the New Testament sacrificial system. He is saying that the Old Testament system was only a “figure” of the time present and could not make the worshipper perfect “as touching the conscience.” This is in contrast to the New Testament sacrificial system through Jesus, which does make the worshipper perfect “as touching the conscience.” In other words, the Old Testament system of sacrifice was a temporary measure, while the New Testament system of sacrifice through Jesus is eternal and perfect.
